Medical Director for Baltimore City Health Department Sexual Health and Wellness Clinic (SHWC)
The Medical Director Oversees Clinical Services At Baltimore City Health Department Sexual Health And Wellness Clinics. Clinical Services In The SHWC Potentially Include, But Are Not Limited To
- Screening, prevention, and treatment of sexually transmitted infections (STIs) including mpox,
- HIV treatment and primary care,
- PrEP and nPEP
- Buprenorphine treatment
- Hepatitis C testing and treatment
- Duties also include overview of a limited aspect of the BCHD Tuberculosis clinic.
- This position also oversees the activities of the HIV Directly Observed Therapy (DOT) Program, which provides home-based treatment adherence services to HIV-seropositive patients referred from Baltimore City HIV clinics.

Clinical duties may change as the clinical services offered through the BCHD SHWC evolve. The Medical Director is responsible for implementing the vision and mission of the BCHD SHWC, as determined by the Baltimore City Health Department and Baltimore City Health Commissioner.
These professional services are provided through a contract with the Johns Hopkins University School of Medicine. Duties include direct patient care as well as on-site supervision of advanced practice clinicians and nurses to ensure that standards for excellence can be met in sexually transmitted infection, HIV, PrEP, hepatitis C, and buprenorphine treatment services. The Medical Director works collaboratively with members of the multidisciplinary care team to develop and guide clinical services. Additionally, the Medical Director collaborates with the HIV/STI Prevention team at the BCHD as well as other Baltimore City partners to advance innovative clinical services related to sexual health, HIV prevention and treatment, and Hepatitis C services. The Medical Director also collaborates with other Health Department programs to ensure maximum efficiency of clinical services. This includes the BCHD Disease Intervention Specialists (DIS) and Linkage to Care Specialists (LTC) teams, which are integrated into the BCHD clinic to provide services for individuals with STIs, HIV, and Hepatitis C. The Medical Director reports directly to the Clinical Chief and works in collaboration with other medical directors and the Assistant Commissioner to ensure services at the Sexual Health and Wellness Clinics are high-quality and integrated across disciplines.
The locations of clinical service include the BCHD SHWC, currently located at 2 brick and mortar locations in Baltimore City. The position also includes supervision of an NP and clinical operations at the SPARC center.
This is a 100% in person position. There is no telework option with this position.
Managerial Duties And Responsibilities - Directly supervises the nurse practitioners and physician assistants who provide sexually transmitted infection, HIV, hepatitis C, and HIV PrEP care, totaling approximately 8 clinicians (5-10 FTE). Support the nurse manager who oversees registered nurses, approximately 4-8 nurses (6-8 FTE). This includes completion of timesheets, approval of leave time, and coordination with the clinic manager on leave requests and scheduling of providers. Complete formal annual and semi-annual evaluations for NPs and PAs, as well as informal feedback as needed based on individual performance.
- Serve as the authorizing provider for registered nurses or other JHH staff operating under clinical standing order protocols.
- Provide clinical services and clinician oversight in the BCHD Tuberculosis clinic up to one half day per week, as needed.
- Coordinates with the clinic manager and clinic operations director as it pertains to clinician schedules. The clinic manager has the responsibility of approving all leave requests in accordance with the clinic appointment schedule. The medical director has the responsibility of being aware of requests made by clinical staff, ensuring they are in line with JHH protocols and guidelines, and working with the clinic manager to ensure clinical coverage of the clinics as it pertains to APP leave requests.
- Collaborate closely with the clinic administrator and clinic manager(s) on all aspects of clinic operations, including at least weekly meetings to ensure smooth clinic operations. This includes but is not limited to staff hours, clinic workflows, and inventory of medical items.
- Oversees management of Ryan White, CDC, Maryland Department of Health, and other grants and for continued funding of sexually transmitted infection, EII, PrEP, and HIV DOT services. This includes grant preparation, budget development and management, required deliverables and meetings, and grant reporting, with support from BCHD grant management and data teams.
- Participates in leadership meetings with Assistant Commissioner of Clinical Services, medical directors, and operational meetings with administrative supervisors at the clinic. Participates in development of all-sexual health clinic staff meetings, at the request of the operations director and/or clinic manager.
- Supervises the clinical care of the nurse practitioners and physician assistants to ensure care is delivered in accordance with clinical guidelines.
- Provides direct care for patients attending the BCHD SWHC. This includes, but is not limited to, patients being seen for sexual health concerns, a panel of HIV primary care patients, as well as hepatitis C treatment, PrEP, mpox testing and treatment, and buprenorphine management as appropriate.
- Provides medical consultation on medically complex cases to nurse practitioners and physician assistants as needed.
- Provides advice to outside providers in consultation (as required) with the clinical chief.
- Trains newly hired nurse practitioners and physician assistants in clinical sexual health, HIV PrEP, HIV primary care, and hepatitis C care and prevention, as well as other clinical duties.
- Point of contact for all human resources related issues with NPs or PAs, including disciplinary issues. These may include scenarios with patients, other JHH staff working at the BCHD SHWC, and/or BCHD staff (in which case BCHD HR will be involved as well).
- Performs chart reviews and periodic evaluations of clinician-patient encounters to monitor quality of clinical services delivered.
- Request and at times compile reports from the EMR on clinical practices and quality control, with support from data analyst. Interpret reports to make modifications and improvements to clinical services.
- Participates in the development and revision of clinical practice guidelines and performance improvement plans for the sexual health clinical services.
- Participates in multidisciplinary case management meetings focusing on complex HIV patients to ensure that decisions related to support services are medically appropriate. Attending the online Friday noon HIV case conference provided by Johns Hopkins ID division for peer support on complex management issues.
- Schedules and/or directly provides in-service trainings for staff in topics related to sexually transmitted infections, HIV PrEP, HIV primary care, and Hepatitis C.
- Oversees clinical aspects of HIV DOT activities, including review of DOT referrals, and medical consultation with team and referring providers, as needed.
- Coordinate with other programs within the Health Department as needed, including but not limited to the Immunizations Clinic, Dental Clinic, Family Planning and Adolescent and Reproductive Health, Baltimore Disease Control lab, Tuberculosis, and other programs as needed.
- Use operational data to guide decisions related to clinical services. Develop and implement clinical protocols.
- Develop, review, and refine electronic medical record clinical documentation configuration and operability alongside administrative managers and the information technology team. Serve as an EMR champion' and participate in BCHD meetings on EMR functionality and improvement. Disseminate information pertinent to clinical treatment as it pertains to the EMR to clinical staff, and ensure clinical staff are appropriately trained in BCHD EMR.
- Coordinate with data managers and epidemiologists to design data analysis for the purpose of clinical and programmatic quality improvement.
- Works collaboratively with a multidisciplinary team at the BCHD to develop and implement city-wide efforts related to sexually transmitted infection, HIV and hepatitis C care continuum. Collaborate with the Baltimore City Health Department STD/HIV Prevention teams including linkage to care, DIS, outreach, social innovations, PrEP, and surveillance.
